Government’s Policy for Stopping Illegal File Sharing Might Harm Consumers, Say ISPs

It is not a common sight to see different internet service providers come together. However, the Government’s declaration that it will be considering severance of internet connections to fight illegal filesharing has unsettled the big shots in the telecom industry leading to their collaboration for challenging the government.

A joint letter criticising the Government’s policy on dealing with piracy has recently been authored by Chief Executive Officer of TalkTalk Charles Dunstone, Which?’s Deborah Prince, Consumer Focus’ Ed Mayo, Open Right Group’s Jim Killock, British Telecom’s Ian Livingston and Orange UK’s Tom Alexander. It was printed in The Times newspaper.

The letter explicitly states their belief that the creative industry has a big contribution in the UK, but that the recent policy of the government is harmful to the interests of the broadband users and to development of novel services.

The recommendations of the letter include that the users must be assumed to be innocent until there is evidence of their guilt. There should not be forums where the judicial process of examining evidence is bypassed and the people who are charged of committing an offence are not given opportunity to defend themselves. Innocent defendants will be prejudiced without these safeguards.

The authors consider the proposition of making the ISPs contribute to the expenditure for implementing this policy so that they can pass on the costs to the public as inequitable because most of the users do not indulge in internet piracy.

There has been a proposal by Charles Dunstone suggesting a collaboration of content providers, consumer forums and broadband providers in order to formulate a better way out of the problem that can be put before the Government. Meanwhile, he has assured that TalkTalk will keep opposing the extra judicial methods that have been imposed on the consumers and support customers’ rights.
